Background

It was formed with effect on 1 June 2007, and implemented by upgrading the Building Division that was previously a unit under Engineering Department.

The establishment of Building Department in Ipoh City Council is a step towards the restructuring of the three City Councils in Peninsula Malaysia, that is Johor Baharu City Council, Shah Alam City Council and Ipoh City Council.

The coordination is guided by the basic organisational structure set by Public Service Department (PSD) for all Local Authorities with the City Council status.

 

Objectives

1. The main objective of this Department is to ensure and coordinate all types of physical development for all areas under the Ipoh City Council's authority and the surrounding areas, so that they are built systematically, well planned and balanced, in line with the Council's development objective, complying with the Council's policies and relevant By-laws, good safety level, comfortable to live in, clean and have good and quality basic facilities.

2. Apart from that, the Building Department also plays a role in providing an efficient and effective service to promote development activities to support Ipoh City Council's needs by ways of:

i) Ensuring that all buildings constructed are of high quality and comply with the Council's policies and standards, By-Laws and Government & Professional Bodies Standard Practice.

ii) Reviewing and improving the standards and construction work procedures, approval process regulations to improve the productivity and Department's work quality levels from time to time.

iii) Giving a quick response to the needs and serviced required by the public.

iv) Apart from that, this Department is also not excluded from participating in the infrastructure development projects identified and implemented by the Council for the public's benefits, especially the residents of Ipoh City, and the City Council in general.

Main Functions and Activities

i) Implementing the application and enforcement of Standard Buildings By-Law 1988, Street, Drainage and Building Act 1974, Ipoh City Council Development Policies and Acts and enactments as well as other related laws.

ii) Receiving and processing all types of Building Plans applications for temporary approval and other types of development applications that affect constructions of semi-permanent and temporary in the area of Ipoh City Council.

iii) Processing and issuing Certificate of Fitness for occupation for approved buildings.

iv) Coordinating and carrying out completion inspections on building approval application through the process of Certification of Completion and Compliance (CCC).

v) Assisting Ipoh City Council in devising the developing policies from time to time.

 

Structure and Functions

In general the Building Department has 3 (three) Main Divisions that have the roles of carrying out the Department's functions as follows:

i) ADMINISTRATION DIVISION

• General Administration Unit
• Building Plan Approval Administrative Unit
• One Stop Centre (OSC) Administrative and Telecommunication Unit
• Enforcement, Development Monitoring and Special Project Administrative Unit.
• Building Enforcer Unit

ii) BUILDING CONTROL AND ENFORCEMENT DIVISION

• Commercial, Industrial and Institutional Housing Scheme Control Unit
• Residential building and Temporary Structure Control Unit.
• Telecommunication Structure Control and One Stop Centre (OSC) Coordinator Unit.

iii) ARCHITECTURE DESIGN AND SPECIAL PROJECT DIVISION

• Special Project and Research Unit
• Design Unit

 ADMINISTRATION DIVISION

Administration Division handles all administrative matters, documents processing, approving, recording and all support tasks in all matters of this division in general.

i) General Administration Unit

• Receiving, processing and recording deposits and return of deposits.

• Updating all application records, development plan approvals and payment receipts.

• Coordinating all Department's expense accounts and annual budget.

• Preparing monthly and annual special reports to relevant agencies.

• Managing staff's administration service matters including administration, leave, claims and courses.

• Preparing the feedback letter between government and private agencies.

• Coordinating all administrative actions between relevant units.

• Coordinating all files movement records and building files delivery action process for valuation purpose.

 

ii) Building Plan Approval Administrative Unit

• Preparing all review and Departmental reprimand letters to applicant.

• Preparing all approval letters for building plans.

• Coordinating all applications for all categories received electronically.

• Preparing the Certificate of Fitness to Occupy (CF) issued within the transition period.

• Coordinating and recording the notification regarding the building completion Form F (CCC) to the MBI Asset Valuation and Management for the purpose of asset valuation and assessment tax.

iii) Enforcement, Development Monitoring Administrative Unit

• Assisting in the preparation of all temporary permits.

• Preparing notices under Act 133 provisions.

• Receiving and coordinating public complaints records.

• Preparing letter and notifications related to the feedback on public complaints handled by the Enforcement Unit.

• Preparing the directive letters of Stop Work Notice to be signed by the City Building Director (PBB).

 

iv) One Stop Centre (OSC) Administrative and Telecommunication

• Preparing and coordinating all approval letters or permits issued.

• Preparing all working papers to be presented to the One Stop Centre (OSC) Committee twice a month.

• Preparing the approval letters and approval plans that have been approved by the One stop Centre (OSC) Committee to be signed by PBB.

• Preparing the required reports that involve applications for telecommunication systems and applications through OSC.

• Preparing the additional bills, fines and parking rental as well as receiving the re-submission of all plans and public queries.

• Coordinating the actions for all temporary permit renewal for the telecommunication system and transmitter structure.

Department Administrative & Enforcement Zone

ARCHITECTURE DESIGN AND SPECIAL PROJECT DIVISION

The main function of this Division is to provide technical and professional service in the preparation of designs and drawings or plans for the purpose of implementing the Council's projects. This division is dividend into 2 (two) Units and is responsible for the following tasks:

i) Design Unit

• Carrying out preliminary analysis and preparing the conceptual guidelines for the projects to be implemented based on the Council's objectives.

• Giving professional advices and proposals to the Council before implementation of any project.

• Carrying out designing work and drawing required plans for tender purposes and subsequently the implementation of the said project.

• Providing advisory services and site supervision during project implementation.

• Additionally, also be responsible for all studies and standard plan drawings for the Council's use from time to time.

• Preparing the Engineering Design (RC) plans.

• Preparing the water reticulation, plumbing and electrical plans.

ii) Special Project and Research Unit

• Carrying out research, legal and technical advisory service as well as preparing the development policies drafts for the Council's consideration.

• Assisting in the preparation of the computerised records chart for applications received.

BUILDING CONTROL AND ENFORCEMENT DIVISION

i) Housing, Commercial, Industrial and Institutional Scheme Unit

• Processing and checking the new building approval applications under the residential, commercial building, institutional and industrial buildings scheme.

• Processing and checking the building amendment plan approval applications and amendment to approved plan for the residential, commercial building, institution and industrial building schemes including the show-houses.

• Processing the certification of structural plan applications received for the residential, commercial buildings, institutional and Industrial buildings scheme categories.

Carrying out project site inspection for the purpose of issuing Certificate of Fitness for Occupation (CFO) for the Residential, Commercial building, Institutional and Industrial Scheme categories.

• Monitoring the issuance of Certificate of Completion and Compliance (CCC) for the Residential, Commercial building, Institutional and Industrial Scheme categories.

• Preparing the monthly report as required.

ii) Residential Buildings Below 5 Units Control Unit

• Processing the new building plans approval application for single houses and residential houses of below 5 units.

• Processing the building amendment plan and single unit amendment and approval application and residential houses of below 5 units' applications.

• Processing and certifying the structural plans for residential house category of below 5 units.

• Carrying out site inspection for the purpose of enforcement and the issuance of Certificate of Fitness for Occupation (CFO) for the Residential houses of below 5 units.

• Monitoring the issuance of Certificate of Completion and Compliance (CCC) for the single unit residential house and residential buildings below 5 units.

• Preparing the monthly report as required.

iii) Telecommunication Structure Control and One Stop Centre (OSC) Coordinator Unit.

  • Coordinating all approval process actions of the application for telecommunication system tower structure.
  • Preparing the record and report for the monitoring of telecommunication system structure.
  • Preparing all Building Department working papers for presentation to the One Stop Centre (OSC) Committee for the purpose of building plans approval.
  • Coordinating all meeting approval decisions as decided by the One Stop Centre (OSC) Committee and preparing a full report to be informed to the Full Council Meeting.
  • Checking and updating the permit renewal record for the telecommunication towers according to the set requirements and conditions.
  • Coordinating the issuance of permit and temporary permit renewal for the telecommunication towers.

iv) Development Monitoring Enforcer Unit

• Carrying out enforcement duties on the development projects carried out and investigation on illegal construction / structures, dilapidated and dangerous structures.

• Processing and taking actions on public complaints regarding the development projects carried out, illegal construction / structures, dilapidated and dangerous structures.

• Preparing the report and taking actions on issues related to damage to buildings and construction not according to specification.

• Preparing monthly report as required.

• Coordinating and preparing all temporary permits issued.

• Preparing the enforcement notice under Act 133 for building and illegal amendment and disturbance).

• Coordinating the actions on complaints received for the purpose of follow-up actions under the Street, Drains and Building Act.

• Carrying out regular monitoring and inspection process on high-rise building exceeding 5 stories as required by Section 85, Act 133 Street, Drains and Building Act.
